Europos profesinių sąjungų institutas (ETUI) ir Europos viešųjų paslaugų profesinių sąjungų federacija (EPSU) surengė bendrą seminarą EPSU jaunimo tinklo nariams. Seminaras įvyko Sesimbroje, Portugalijoje.

Susitikime dalyvavo Švedijos, Latvijos, Rumunijos, Čekijos, Prancūzijos, Italijos, Ispanijos, Portugalijos, Vengrijos, Suomijos, Baltarusijos ir Lietuvos viešojo sektoriaus profesinių sąjungų jaunimo atstovai.
 
Pagrindiniai seminaro tikslai:
Išplėsti suvokimą apie Europos lygmens profesinių sąjungų vaidmenį socialiniame dialoge ir kaip sprendimų priėmimas Europos lygmeniu veikia nacionalinių viešojo sektoriaus profesinių sąjungų jaunimo politiką
Išanalizuota nacionalines profesinių sąjungų narių pritraukimo ir mokymų iniciatyvas, kad būtų remiamos bendros pastangos, kad būtų užtikrintas Europos viešojo sektoriaus profesinių sąjungų veiklos tęstinumas
Aptarti jaunimo ir netinkamomis darbo sąlygomis dirbančių viešojo sektoriaus darbuotojų vaidmenį ir pateikti pasiūlymus profesinėms sąjungoms, kokių priemonių imtis, kad jaunimas kiek įmanoma mažiau nukentėtų dėl susidariusios sudėtingos ekonominės padėties
Suteikti seminaro dalyviams praktinių žinių ir suvokimą, kaip funkcionuoja europinio lygmens profesinių sąjungų federacijos ir kaip vyksta sprendimų priėmimo procesas
Skatinti gebėjimus, lemiančius mokymų kokybę ir naujų narių pritraukimą nacionaliniu lygmeniu.
Seminarą pradėjoPablo Sanchez, (EPSU) ir Jean-Claude Le Douaron (ETUI). Pablo Sanchez apžvelgė Europos jaunimo politiką ir EPSU prioritetus ir socialinio dialogo veiklas. Pateikė gaires apie numatomą jaunimo veiklą EPSU.
 
Seminaro dalyviai aptarė galimybes pasiūlytas veiklos priemones pritaikyti savo nacionalinėse profesinėse sąjungose.
 
Seminaro dalyviai pasidalijo patirtimi apie savo veiklas jų atstovaujamose profesinėse sąjungose. Pateikė pasiūlymus, kaip pagerinti Europos jaunimo politiką.
 
Vėliau darbas vyko darbo grupėse. Parengta bendras EPSU jaunimo tinklo kreipimasis, kuriuo reikalaujama sutelkti dėmesį į sudėtingą jaunimo situaciją darbo rinkoje (pridedama žemiau).

 

Young workers, Youth employment and public services
Today’s Europe is facing a historic challenge most of Europe’s young people do not work and they do not know in which conditions they will do it. At the same time most of Europe is following a doctrine of austerity that is making more difficult for young people to join the labour market under decent conditions. EPSU must react to this situation energetically.
For EPSU inclusiveness and fighting against unemployment or  precarious employment must be  a priority, with special focus on youth unemployment. A priority has to be job creation for young people in the public sector in quality terms.
EPSU will fight to build a  social Europe where sustainable development, quality public services, full employment, workers’ rights and citizens well-being are central. The policies in most European countries have been of cuts and austerity. These policies have had a serious impact on the quantity and quality of public services, have led to increased poverty and rising unemployment – especially for young people – and have undermined workers’ rights.
There are still important challenges that existed before the crisis, like protecting lower paid workers and closing the gender pay gap ensuring the non discrimination on sex, race, religion or sexual orientation. EPSU has to further work in issues such as training and jobs for younger workers and working time.   For that, it will use its existing structures for exchange of information first, through the Collective bargaining network as well the EPSU Youth network.
The system of economic governance at European level, a permanent legacy of the euro crisis, will also shape EPSU’s Youth network. Tackling precarious employment and promoting good jobs in public services is more needed than ever, with the provision of training and jobs for younger workers particularly urgent. We will work with ETUC for a proper implementation of the youth guarantee, also in the public sector
EPSU Youth network will work to try to implement its collective bargaining policies. Specifically it will plan to draw up common demands whereby affiliates incorporate specific objectives into their collective bargaining plans and to monitor and review this process over a four or five-year period. This could potentially be applied to key issues such as equal pay and training/jobs for younger workers. This would provide a clear structure and focus for our work on these issues and underline the strength and breadth of support among our affiliates for action in these areas in their dealing with employers
EPSU should continue to develop the EPSU youth network and encourage youth participation across all EPSU activities.  A clear identity has to be created within the network, for that matter a joint day of action for youth employment can be organised across all EPSU affiliated organisations in the coming year together with ETUC Youth committee and other European trade union organisations.
